1. We, the undersigned, call on Walsall Council to enforce its existing waste management policy requiring residents to remove their refuse bins from public pavements and streets once collections have taken place.

2. Walsall Council already has a policy requiring residents to return their refuse bins to their property promptly after they have been emptied. However, this policy is not being consistently enforced across the borough.

3. As a result, bins are often left outside for days at a time or permanently. This causes obstruction and hazards for pedestrians and especially for people with disabilities, mobility scooter users, people with pushchairs. Bins left on the street regularly attracts fly-tipping. In warm weather bins emit strong and unpleasant odours. Overall, this problem contributes to a general decline in the appearance and cleanliness of our neighbourhoods.

We request that Walsall Council:

1. Actively enforce its existing policy requiring bins to be removed from streets after collection.
2. Issue reminders and warnings where appropriate.
3. Take proportionate enforcement action when persistent non-compliance is observed.
4. Communicate clearly with residents about the importance of maintaining clean, obstruction-free streets.

Clean streets benefit everyone. We ask the Council to take meaningful steps to uphold standards and ensure that waste management rules are followed.
