This petition has been reviewed and the following response has been offered:
Thank you for your petition which closed on Monday 8 May 2017. As you may be aware on Wednesday 8 February 2017, Cabinet decided to opt for a Town Centre & District Centre Library Service with the addition of a Community Library at Streetly.
The revised model that Cabinet has proposed takes into account the need to deliver a comprehensive library service in line with the 1964 Public Libraries and Museums Act, and the proposal provides library provision with a 2 mile radius for practically the whole borough. The proposal includes retaining the Walsall central library, and libraries within the 5 district and economic centres (Aldridge, Bloxwich, Brownhills, Darlaston and Willenhall). In addition to these a Community Library based at Streetly and augmented with volunteers who will support this service is being retained. This community library model came as a direct result of input from the community.
I am sure you can appreciate the decision to end any service or close any facility is not one that Cabinet have taken lightly. Following recent meetings of the Corporate & Public Services Overview and Scrutiny Committee on 21 February and the Social Care and Health Overview and Scrutiny Committee on 27 February, Cabinet held a further meeting on Friday 10 March to consider their recommendations. After due consideration, Cabinet reaffirmed the decision made on 8 February 2017 regarding libraries.
You will be aware that this means that South Walsall Library will be one of nine sites that will cease to be operated as a library from Friday 30 June 2017. It is important that work continues to try and mitigate the closure of any libraries and to this end the council has invited community organisations and individuals to express their interest in providing community “book exchanges”, together with other community activities.
These facilities could continue to provide access to books for loan to local residents who may prefer that facility in their local community. The council invited groups and/or organisations from with Walsall, that might be interested in managing one of the facilities for community purposes, to pre-register on the council’s Procurement system by 12 April 2017. This deadline has now passed.
The senior officer leading on this work is Paul Gordon, Head of Business Change, who can be contacted on 01922 653704.
